SALARY: Ordinarily Resident (OR): 14,622,863 F CFA (Starting salary)
(Position Grade: FSN-9)

BASIC FUNCTION OF POSITION
The incumbent evaluates and classifies locally recruited positions submitted to a designated regional classification center. Interacts with requiring offices in the posts to provide advice on the Department of State’s LE Staff position classification process and effective position management for overseas posts. Incumbent periodically travels to serviced posts to perform on-site position evaluation reviews and conduct position management and classification-related briefings, as required.

QUALIFICATIONS REQUIRED
All applicants must address each specific and comprehensive information supporting each item.
- At least two years of post-secondary college/university studies in general coursework such as English composition, mathematics, education and other general electives is required.
- Five years of progressively responsible work experience in human resources/personnel management or business/public administration is required. At least three years of this experience must include position evaluation with a U.S. Government Agency.
- Level IV (fluent) English (speaking, reading and writing) is required.
- Excellent interpersonal skills and analytical skills are required. Ability to conduct an effective interview is required. Excellent organizational skills and ability to establish and maintain effective working relationships with employees and supervisors are required. Job holder must be willing to travel occasionally outside the country.
- Ability to operate a computer work station (Microsoft Office suite, including Word and Excel) is required. Keyboarding skills that include both speed and accuracy are required.
SELECTION PROCESS
When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
- Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
- Current employees serving a probationary period are not eligible to apply.
- Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
- Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
- Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
- As a condition of employment the candidate must be granted a U.S. Embassy medical and security certification.
