Pact seeks a Finance and Operations Director for an anticipated, five-year USAID-funded caring for vulnerable children program in Ethiopia. The program will improve health and well-being outcomes for orphans and vulnerable children (OVC) in enabling more OVC to utilize services for improving HIV/AIDS care, health, nutrition, economic security, education, protection and psychosocial wellbeing. The position is contingent upon award.

   
Description du profil du candidat:

Reporting to the COP, the Finance and Operations Director is responsible for all financial and operational matters within the project, including managing financial systems, generating financial reports, tracking expenses, administering sub-awards, managing finance and operational issues and staff at headquarters and supporting staff in district offices.




Key Responsibilities


General Financial Management


-Design and implement systems and procedures that follow Pact standards and are adapted to handle specific country constraints and conditions, ensure effective internal controls and minimize risks.
-Supervise the program’s and finance staff, including providing training/mentoring for staff on Pact’s internal policies, procedures and requirements and donor guidelines, rules and regulations.
-Supervise the finance team in reviewing cash receipts and disbursement transactions such as, but not limited to: travel, advances and liquidations of sub-grantee expenses, and vendor transactions, ensuring adequacy of supporting documents and appropriate cost accounting allocations.
-Work with relevant departments (Programs, M&E, etc.) on integrated management of all program finances to ensure effective of resources in order to achieve program objectives in compliance with all donor requirements.
-Review monthly Financial Reports from field programs for completeness and accuracy ensure appropriate budget approvals, and submit to HQ


Finance Department.


Sub-award Management


-In collaboration with the Agreement Management Department, design, develop, and adapt policies, guidelines and criteria for the management of sub-recipient and subcontractor financing.
-Oversee financial management of sub-grants, including processing advances/liquidations, supervising site visits by finance staff to audit partner transactions, and overseeing close-out procedures.
-Coordinate with other departments to provide training/mentoring for sub-grantees in financial management, including compliance with Pact and donor policies.


Budgeting and Financial Planning

-Oversee budget preparation and management in conjunction with relevant program managers, including the development and review of relevant standard costs and scales for the programs. Track expenditures and provide justification for allocations and reclassifications, when required.
-Approve journal vouchers and ensure accurate, current, and complete entries into the financial management system including ensuring adequate supporting documentation.
-Assist in development and tracking of budgets for field programs.



Minimum Qualifications


-Advanced Degree in accounting, finance, business management or a related field.
-At least five years of experience managing the finances and operations of a project more than $40M.
-At least three years of experience overseeing large sub-grants for multiple sub-awardees.
-Strong demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
-Two years of experience working in a developing country.
-Oral and written fluency in English.



Preferred Qualifications


-Master’s Degree or higher is desirable.
-Experience living and working in Ethiopia is desirable, Ethiopian nationals preferred.
-Experience with USAID Cooperative Agreements is preferred.
