Location: Zinder, Niger

The Financial Services Volunteer Corps (FSVC) is looking for a highly motivated candidate to join our program team in Niamey, Niger, as a Technical Leader in Zinder. Our mission is to provide the highest quality technical assistance to developing countries by recruiting high-caliber international financial experts who can volunteer for short-term projects (consultations and training). FSVC will establish an office in Zinder and as Technical Leader, you will be responsible for overseeing activities in Zinder and ensuring compliance with data collection methodologies. To do this, you will work collaboratively with our Monitoring, Evaluation, Learning and Communications (MEL) Officer and field staff, focusing on the monitoring and evaluation of practical, results-based projects that address local needs and help improve the quality of life.

FSVC has been implementing technical assistance programs since 1990 for various stakeholders, including governments, the private sector, central and commercial banks, parliaments and civil society organizations. Our programs include work to improve SMEs` access to financial services, promote financial inclusion, strengthen public financial management, and combat money laundering and terrorist financing.

FSVC is a non-profit organization that helps create healthy financial sectors. FSVC`s work is based on the premise that a strong financial infrastructure is essential to support private entrepreneurship, promote job creation, attract foreign investment and create conditions for sustainable economic opportunities. FSVC has field offices in Albania, Jordan, Kenya, Angola, Moldova, Somalia and Tunisia.

Job Description

The Technical Leader will directly report to the CoP and collaborate closely with the Objective Team Leads.

The three project objectives are:

Objective 1: Civil society more actively and more effectively hold the government accountable and build demand for targeted policy reforms and improved government implementation.

Objective 2: Targeted government institutions are more accountable to citizens and more effective and transparent in their operations.

Objective 3: Constructive engagement spaces between citizens, civil society and the state to identify and implement targeted priority reforms are created and strengthened.

To implement these responsibilities the Team Leader will responsible for the following:

Technical Leadership:

Oversee the delivery of projects and activities of the civil society component including the identification and selection of partners in Zinder
Drive the Zinder CSO incubation mechanism and outreach tool with the IT platform
Maintain regular contact and stay up-to-date on developments with project partners and GoN institutions
Oversee the delivery of projects and activities of the government accountability, transparency and effectiveness component including the identification and selection of partners at a regional level
Coordinate and engage with relevant CSO and government policy forums and external partners
Be up-to-date with all developments in the Zinder region or development that may impact the Maradi region and communicate those to the CoP

Monitoring and evaluation:

Serve as the MEL focal point for Nigerien partners in Maradi
Conduct randomly selected field visits/spot checks of roughly 20% of all applicable activities for quality control purposes
Prepare indicator progress reports following each activity
Work collaboratively with project team partners to disseminate ideas and successful change solutions from project sites

Program management:

Oversee tasks and progress of the Program Associate
Be responsible for Zinder office activities and tasks including oversight of financial and administrative activities
Actively participate in quality technical working groups at the local level in Zinder
Provide regular coaching and support to implement and test project impact
Carry out any other duties assigned by the CoP.

Job Profile

Minimum education, training and experience required:

Advanced studies in a relevant field
At least 3 years working experience in Zinder region with contacts in local government and civil society
Solid knowledge of the Zinder social and economic context
Knowledge and experience of standard performance measurement methods and capacity building is highly desirable, as are communication methods
A strong understanding and / or previous work experience in programs that focus on citizen participation, support for civil society, and political processes
Ability to work in a variety of teams with excellent interpersonal skills, demonstrated ability to build consensus and navigate complex operating environments
Ability to be fast-paced and deadline-oriented, flexible, well-organized and self-sufficient
Professional level of oral and written command of French as well as English
Commitment to the principles of inclusive programming approaches that encourage the full participation of individuals regardless of gender, disability, ethnicity, religion, gender identity or other marginalized status and
The candidate must be of Nigerian nationality or hold a residence permit entitling him to take up paid employment in Niger.
